Mission Statement

The mission of the Utility Department is to provide safe, dependable and efficient community services that are essential to supporting the Horseshoe Bay community.

Responsibilities

Utility Department Management accomplishes this mission by providing oversight of all Utility functions and ensures professional and effective services are achieved.

The Utility Department consists of the following Divisions:
  • Administration
  • Field Services
  • Plant Services
  • Recycle and Solid Waste
  • Water Conservation
  • Engineering Services.

Management also provides support to the community through:
  • design and implementation of ordinances related to utility services
  • preparation and administration of departmental budgets and utility rate analysis
  • utilities contract negotiations
  • liaison between City and utility regulatory agencies
  • long and short range community services planning
  • preparation of bid specifications, management of consultant contracts and capital improvement projects
  • utility infrastructure engineering design review and construction oversight
  • management of Asset Management Software

Utility Services Administration provides community support through:

  • regulatory accountability of the City’s water, sewer, and brush and recycling waste
  • customer interaction and response
  • management of utility rate and system hydraulic water modeling
  • Capital Improvement Project planning, budgeting and construction management
  • oversight of Developer infrastructure planning and construction
