Appearing before the City Council

There are several ways for citizens to address the City Council during regular meetings.  Citizens must sign the roster available in the Council Chamber beginning one hour prior to a meeting to speak to the Council on agenda items as follows:

Individual Items on the Agenda:  Citizens must sign the roster prior to 3:00 p.m. and indicate the specific agenda item(s).  Each citizen will have three minutes to speak on one or multiple agenda items.

Time-Certain Items and Public Hearings:  Citizens must sign the roster for a time-certain item prior to its posted time of consideration.  Citizens will be given three minutes to speak.

Comments from the Public:  Citizens wishing to speak to City Council on issues not related to items posted on the agenda should sign the roster for the “Public Comments” item prior to 3:00 p.m.  Citizens will be given three minutes to speak.

Groups of citizens from the same organization or group are asked to share ten minutes to address the council on specific agenda items.  The spokesperson for the organization or group should indicate the organization or group on the roster and request ten minutes. 

The normal three minutes may not be combined or shared between citizens.

On occasion items related to public hearings are unusually complex.  If a citizen desires more than three minutes, additional time can be requested.  Such request must to be in writing and to the Mayor at least three hours before the start of the meeting.  The request should explain the situation and the amount of time desired.  The Mayor will respond within one hour before the start of the meeting, and the decision of the Mayor will be final.

Often an organization or individual has requested that an item be on the agenda.  In that situation, the organization or group will be given ten minutes to address the council and will be the last public comments.  If such organization or individual desires more than ten minutes, additional time can be requested.  Such request must to be in writing and to the Mayor at least three hours before the start of the meeting.  The request should explain the situation and the amount of time desired.  The Mayor will respond within one hour before the start of the meeting, and the decision of the Mayor will be final.

Citizens are encouraged to provide written comments to the City Council regarding any agenda item.  These may be more extensive than time available at a City Council meeting and would also allow the council members to study the comments before the meeting.   It is requested that all written comments be to the City Secretary by Wednesday at 9:00 a.m. preceding the Tuesday council meeting.
