Horseshoe Bay Mayor and Council….
Moving Forward

The City of Horseshoe Bay held its regular meeting on February 7. The following are highlights of several of the fourteen agenda items.

The major topic of the meeting was the Comprehensive Development Plan. Mayor Lambert presented four areas for discussion:

1. Existing platted lots: The emphasis here is protecting our citizens when considering zoning and platting ordinances.

2. Resort properties: Meetings have begun between the Resort and the City. The Resort will be submitting their long range development plan to the Council. The process will then proceed to make the plans compatible for the best interest of the community and the Resort. Councilman Babcock is contributing many hours to this effort. Mayor Lambert stated that a September/October time frame was a reasonable expectation for this plan.

3. Properties owned by Wayne Hurd: Mr. Hurd is also developing a long range plan and will seek input from the community with ultimate Council approval.

4. Extra Territorial Jurisdiction (ETJ): This area relates to our future growth. High standards will be imposed on future development areas.

Councilman Babcock stated that planning is an important activity for every city, and a comprehensive plan provides a framework for the Council to deal with issues related to growth and future development in the community. Babcock will work with the City’s Attorney to prepare a first draft of a comprehensive plan. Discussion on the Comprehensive Development Plan continued for over an hour. This is one of the Council’s greatest challenges to date.

The next topic undertaken by the Council was the City Seal. The seal you see represented was approved by the Council. This logo/seal makes a statement about who we are. The sailboat and horseshoe keep the tradition that is our history and culture. The Texas star and the rope border clearly state that we are Texas. 2005 will always be remembered as the year our City was born. The Council again thanks Suzanne Owens for her contribution to this design.

The meeting continued with a discussion of the Property Owners’ Associations. There are nine POA’s, i.e. subdivisions, in our City. John Bird led this discussion, reminding us that all these entities need to be considered when dealing with the issue of merging some of their activities into the City. The POA’s have stated that passing some ordinances on to the City will make compliance easier, for instance, law enforcement will be easier. Councilmen Bird and Schrader will conduct a series of meetings with all the POA’s.

Councilwoman Wines stated that zoning protects our property values and our lifestyle. She also stated that the Council should not be reluctant to seek outside assistance on some of these complex issues.

Mayor Lambert solicited comments from the public and Citizen Steve Spence responded. He requested that the Council consider increasing the minimum square footage requirements for some single-family homes and not waive the height requirement restriction in Horseshoe Bay West.

Mayor Lambert announced that Mr. Craig Alter, Manager of Development and Operations of The Waters Development, will give an update at the February 21st Council meeting at approximately 3:00 p.m.
