Horseshoe Bay Mayor and Council….
Moving Forward
The City of Horseshoe Bay held its regular meeting on March 7th. The following are highlights of the 17 agenda items.
Mayor Lambert opened the meeting by expressing his pride in Chief Lane and the City police force who were sworn in last week. He reiterated how fortunate the City is to have the entire MUD staff on board. Former MUD Directors Bob Lowry and Ralph Herter were presented with Certificates of Appreciation for their outstanding service to the community.
General Manager Mike Thuss reported some impressive fiscal numbers: 84% of the taxes for the year have been collected; monies available for investment are receiving a solid return and spending is 1.5% below projections. Our City is financially strong.
Alderman Don Wood reviewed the policies and operating procedures of Lake LBJ MUD. He emphasized that these policies and operating procedures are essential to continuing operations of the utility systems and the police and fire departments. Alderman Wood proposed that an ordinance be drafted adopting these policies of LBJ MUD as the corresponding policies of the City of Horseshoe Bay with a proviso stating that in any instance where any part of these policies is not in conformance with the Texas Local Government Code or other law, the City of Horseshoe Bay will make appropriate changes. The Council asked the City’s attorney to draft such an ordinance. The report clearly revealed that the MUD operation was based on sound business practices resulting from outstanding management. The merging of this operation with the City does indeed give us a “jump start” to success.
Building Permits - Jim Babcock has prepared a draft ordinance for the City to issue building permits. He circulated copies to outside counsel, Mayor Lambert and General Manager Mike Thuss for comments. Babcock will meet with several building inspectors, contractors and representatives of the City’s subdivisions to get their input. He hopes to have a final draft for Council review at its next meeting.
Comprehensive Development Plan – is the Council’s next major task. Babcock prepared a first draft of a Comprehensive Development Plan, and after input from outside counsel, Aldermen and several developers, Mayor Lambert put finishing touches and submitted it to the Council for their consideration.
The Plan is to provide a road map for the City to help with planning for future development in the community. Though the Plan will not constitute the “final word of the City”, it does identify future actions of the Council that will establish rules and regulations that will govern development including building permits, subdivision ordinances and agreements between the City and the Resort, Wayne Hurd and other developers. Our community will be given ample opportunity to have input every step of the way.
Anyone wishing to review the proposed Comprehensive Development Plan may obtain a copy at City Hall or from the City’s website.
Adoption of the plan will be on the Council’s agenda at its next regular meeting on March 21st at 3:00 p.m. The public may give input either at that meeting, by email to the City or in writing either by delivery to City Hall or mailing to P.O. Box 7765.
