HEADLINE: THE Mayor and CITY Council….Moving Forward
The City of Horseshoe Bay held its regular meeting April 18th. In attendance were 60 citizens who expressed their interest in several issues.
Representatives from TxDOT gave their presentation on the 2147 road improvement project due to begin June 1. The project begins at City Hall and continues ¼ mile past the Peninsula. There will be a twelve foot wide continuous turn lane. The completed road will have twelve foot shoulders and six inch curbs. The total cost is $4.7 million. Barring excessive foul weather, the project will be completed in twelve months. Two lanes will be open at all times during construction to minimize the inconvenience. Hopefully, in the not too distant future, funds will be available to widen the Slick Rock Creek bridge.
A City Council resolution was presented to Mr. Wayne Hurd thanking him for his care and devotion to Horseshoe Bay. Mr. Hurd stated that all of this would not have been possible without Eileen’s hard work and support.
County Judge-elect, Wayne Brascom was welcomed to the meeting. Wayne’s experience and talents will be an asset to the community.
At the March 21st meeting, the Council approved the Comprehensive Development Plan. This is a general plan but without legal effect. Yesterday, the Council started the process to add more substance to the Plan and give legal effect to decisions. The major tasks are a Zoning Ordinance and a Subdivision Ordinance. Work on these matters was started. Zoning must be on a comprehensive basis, i.e. cover all of HSB. After study and public comment, most areas can be zoned, but the Cap Rock Zone and the HSB Boulevard Corridor Zone are more complicated. The Council adopted a moratorium related to these two zones that may be in effect until December 31, 2006. This will maintain the status quo on these two zones and allow the City and the Resort to continue working together to see if plans can be developed that are acceptable to the community and to the Resort.
The City’s Zoning Ordinances are a very critical part of our destiny. They will be the road map for our growth. Councilwoman Wines stated that a Zoning Commission should be established.
The City entered into a mutual aid fire fighting agreement with Cottonwood Shores. Councilman Wood stated that such agreements are customary for neighboring cities and are beneficial for both parties. Last year the Cottonwood Fire Department assisted Horseshoe Bay in bringing several brush fires under control.
Councilman Babcock discussed the ordinances governing and regulating the issuance of building permits. One essential element is to assure high quality construction with uniform and comprehensive inspections. Builder accountability will also be addressed. Respect for the neighbors in the construction area will be enforced. There are no additional building fees.
Chief Bill Lane requested the City consider a plan to protect our twelve miles of shoreline and 970 shoreline properties. This would be accomplished through boat patrols. Initially, the police department will have limited patrols. If the need develops and funds become available, water patrols may increase.
The Council and Mayor continue to be very busy as we proceed with zoning ordinances, building codes and inspections, expanding police protection and meeting the challenges of the City’s inevitable growth in a fair and balanced manner.
