HEADLINE:  Horseshoe Bay Mayor and Council….Moving Forward

 

Things are coming together in regard to developing the blueprint for the future culture and character of the City.  Earlier in the year the Comprehensive Development Plan was created and now the Zoning Ordinance is near completion.  That will be the engine that drives the CDP.

            During the past week the Council spent two full days conducting Public Hearings and Workshops on zoning issues.  We continue to make every effort to obtain public input and we greatly appreciate the help we have received from the community.

            For organizational purposes, each of the 11 subdivisions have become zones and within these zones are various classifications.  Use of the land as outlined in the original Declaration of Reservations has served us well.  A majority of those requirements are a part of the current ordinances with certain adaptation and fine tuning that reflect the changes and growth of our City.

            Some of the modifications to the existing Declarations include:

1.       Increasing minimum square footage for new construction contiguous with all golf courses, the LBJ shoreline and the second row of lots back from 1800 to 2400.  The square footage for other new construction north of Highway 2147 will increase from 1200 to 1800.  Fifty percent masonry will be required on all exterior walls.

2.       New commercial development must be consistent with the appearance and culture of the City.

3.       Most new commercial developments will need the approval of the newly planned Development Zone Process.

4.       Based on request of property owners, several lots in Applehead and HSB West have been reclassified from multi to single family.

Color coded maps will be available on our website.  They identify the various classifications of land use for our newly zoned City.

There are two areas not included in the zoning ordinances:  The corridor from the Yacht Club to Highway 2147 and the area adjacent to the CapRock golf complex.  Construction in these areas are projects of the Resort.  The current moratorium prohibits additional projects in these areas until the Resort and the City can study the issues.

Numerous ordinances other than land use are to be the subject of future review.  These include noise, fireworks, substandard buildings and structures, traffic and parking, just to name a few.  The list will continue to grow.

In the past, enforcement of the Declarations was difficult.  This will not be the case in the future regarding enforcement of City ordinances including most deed restrictions.

Zoning ordinances will be on the Council’s June 20th agenda.  We again encourage you to attend.
