HEADLINE: Horseshoe Bay Mayor and Council….Moving Forward
On Tuesday morning June 20, 2006, we held the last of the three workshops for the purpose of completing the Zoning Ordinance. To accomplish this there were also countless hours spent on preparation and twenty hours dedicated to Public Hearings and workshops with the purpose of receiving and responding to input from our citizens. The workshops were very productive. Present were homeowners, other property owners and developers all with different interests, concerns and objectives. Discussions were laborious and detailed, but the process was necessary to formulate the Ordinance. The June 20th completion date was met because all parties were fair-minded and accepted compromise.
Based on requests from three groups of property owners, some changes were made to several lots that were classified as multi-family prior to the City’s Zoning Ordinance. From the preliminary maps on the City’s website, the following changes were made. Seven lots in Applehead were classified as single-family. Nine lots on Plenty Hills were classified as single-family. Twenty-four lots in the area around Broken Hills, Hi Valley, Mountain Leather and Apache Tears remained multi-family, but several changes were made to the minimum standards including more than doubling the minimum size of a unit. The Zoning Ordinance is another milestone in the organization of our City, and the Council appreciates the substantial community input and assistance it has received.
Tuesday was a full work day. At three o’clock, the Council held its regular meeting. The most significant agenda item was the passage of the Zoning Ordinance by a unanimous vote. The meeting was attended by forty citizens. There were no questions or comments from the visitors, so we can assume that all parties were fairly satisfied with the finished document. The Zoning Ordinance is another building block that was put into place in the formation of our City.
The Council can now move forward to continue work on other building blocks. Developing the Subdivision Ordinance is a priority.
The developers considering a project at the intersection of Highway 71 and Highway 2147 met with the Council. This was a requested follow-up to their proposal at the last Council meeting. The developers wanted some assurance from the Council that their project was fundamentally something that the Council would support. The conversation by the Council and the developers was inconclusive, and it is not clear how the developer may proceed. To build a project with city services, the City and the developer will need to negotiate a Planned Development Zone agreement and an Annexation Agreement. We are interested in only quality and controlled growth that will compliment the City and be consistent with our vision of the City.
Other items to be developed into City ordinances that were in last week’s article are fireworks control, noise nuisance, substandard buildings and structures, traffic control and parking, to name a few. The original Declarations and Restrictions have served us well in the past. These will be fine tuned and others will be added and all will be enforceable.
