HEADLINE:  Horseshoe Bay Mayor and Council….Moving Forward

            The City Council held its regular monthly meeting August 22, 2006.  Some highlights.

            An item of discussion was to form a committee of three citizens to evaluate the feasibility of initiating a city sales tax.  The Mayor emphasized that the purpose of a sales tax would not be to generate more revenue, but to lower property taxes thus reducing the tax burden on the residents.  The City guests would contribute more toward the operation of the City.  The committee would gather and analyze their findings and make recommendations to the Council.  The Council agreed to have the committee up and running in October.

            Another item of discussion was to form a committee of citizens to create ordinances related to lifestyle issues such as fireworks, deer feeding, nuisances, litter, noise, hours of commercial operation, fencing, illumination, firearms, outdoor events, lot clearing, signs, antennas, sexually oriented businesses, smoking in public places and outdoor burning.  There may be other items to consider.  The mission of the five member committee would be similar to the sales tax committee; analyze and report their findings and make recommendations to the Council.  Citizen’s input is encouraged.  In the past, it has been difficult for the POA to enforce the lifestyle reservations.  When the items listed above become City ordinances, they will be enforced.  Our goal is to have a safe and orderly city and not allow self interest groups to impose their desires on the majority.

 Information will be on the City’s website, www.horseshoe-bay-tx.gov, regarding the committees and the way to volunteer to be a member.  Please consider participating.

The Council will conduct their second budget workshop September 5, 2006 at 9:00 a.m.  Public attendance and input are encouraged.

Mr. Bill Bush, representing the Enclave, a multi-unit condo project west of the HSB West entrance, presented their development plan.  Council’s response was a concern in the increase of traffic at the West entrance, already a less than desirable intersection.  It was suggested they build an entrance on 2147 or participate in improving that section of Bay West Boulevard.  This would be very desirous for the residents of HSB West, Applehead and Applehead Island.  The amount of available land adjacent to the Enclave could produce a sizeable project in the future.

Police Chief Bill Lane reviewed the major points of the Peddlers and Vendors Ordinance that was passed at the July Council meeting.  These are strict requirements for vendors desiring to do business in Horseshoe Bay.  There are many health and safety issues involved in this business practice and a key feature is that it prohibits vendors from coming on your property without prior permission.  The ordinance in its entirety can be found on our website.
