HEADLINE:  Horseshoe Bay Mayor and Council….Moving Forward

The City Council held its regular monthly meeting September 19, 2006.  There were 25 interested citizens in attendance to hear the Mayor and Council discuss and act on 29 agenda items.

The Council passed an ordinance to adopt the tax rate of $0.50 per $100 property valuation for fiscal year 10-1-06 to 9-30-07.  The rate is unchanged.  Many hours of budget planning, workshops, and public hearings went into the process.  In the lengthy discussion, it was pointed out that there will probably be a surplus next year due to the increased property valuation.  However, the Council felt it prudent to have a cushion for unexpected expenses, (example: some possible replacements of thirty-five year old water lines).  This along with a conservative philosophy of no debt were reasons not to decrease the rate.

An investment group represented by Sam Martin has purchased a major land tract that will be annexed into the City.  The 1,617 acres includes the fourth course and extends south of the airport to Highway 71.  The first project in the development will be to construct a thoroughfare boulevard that will traverse the property, creating a very convenient shortcut to Highway 71 south.  Plans are to begin construction of the Jack Nicklaus course in early 2007 and it is projected to open in 2008.

Needless to say, projects such as the one mentioned above, several others currently under construction, and more in the planning stage are creating challenges for our City.  Growth is obviously inevitable.  Controlled, intelligent growth is imperative if we are to minimize adverse changes in our community.  This is possible if developers and the City work together.

Bill Bush, representing The Enclave project, answered questions concerning the additional traffic the project will produce at the entrance of HSB West.  The Enclave, the City and the Horseshoe Bay POA are diligently working to deter potential problems at this busy intersection.
