Horseshoe Bay Mayor and Council….Moving Forward

The first City Council meeting of 2006 was called to order on January 3 by Mayor Bob Lambert.

Prior to the beginning of the meeting, the Council and the Directors of the Lake LBJ MUD held a joint public hearing regarding their Strategic Partnership Agreement. There were no public comments, and a final public hearing is scheduled for 2:30 on January 24, 2006. It is anticipated that shortly after that hearing, the Lake LBJ MUD Directors and the City Council will approve signing the agreement, which will result in the MUD and the City Council being merged on March 1, 2006. This merger is proceeding smoothly, and the cooperation of all involved is greatly appreciated.

The Council authorized Mayor Lambert to publish notice of the institution of annexation proceedings for the property to be annexed pursuant to the Strategic Partnership Agreement and for the portion of RR 2831 contiguous to the City and to The Trails. An annexation service plan for the areas to be annexed was also approved.

John Bird reported that Burnet County officials have agreed to allow the City to use their procedures for plat changes just as Llano County has done. This will be an interim procedure that will accommodate anyone needing a plat change until the City system is in place.

The Comprehensive Development Plan continues to move forward. Alderman Babcock again emphasized that all parties: The Resort, Wayne Hurd, other developers and the City will work together to formulate the Plan for growth. It will be in an orderly and coordinated fashion. Mayor Lambert reiterated that this is a time-consuming task that will take months to achieve. The Plan will change through the years as new opportunities and challenges emerge.

The procedure for developing the building permit process was discussed. This will be coordinated with developers and the City.
