HEADLINE: Horseshoe Bay Mayor and Council….Moving Forward

This week, the Horseshoe Bay City Council scheduled several meetings. On Tuesday, January 24th at 2:30, the Council met in a joint session with the Board of Directors for the Lake LBJ Municipal Utility District for the second of two scheduled hearings on the proposed Strategic Partnership Agreement. The agreement between the City and the MUD provides for the full purpose annexation of the District on March 1, 2006. The agreement further provides for the delivery by the district of certain services to the City prior to annexation of the District.

Before the regular January 24th Council meeting, two public hearings took place. The first dealt with the annexation of The Trails and the Barrows tract. The second dealt with the annexation of a certain portion of RR 2831. There were no questions or negative comments from those attending.

At 3:00 p.m., Mayor Lambert called the regular meeting to order. Twenty-one agenda items were addressed. The Mayor was pleased to announce that the annexation process was moving forward at a favorable pace. He informed the citizens attending that the second and last hearing regarding the annexation of The Trails would be held January 25th at The Trails Club House. Part of The Trails is in the Extra Territorial Jurisdiction of the City of Sunrise Beach. Mayor Lambert thanked their City Council for releasing this area to join Horseshoe Bay.

The Council discussed a possible bridge over the Colorado River below Wirtz Dam connecting Highway 2147 and Highway 1431. John Bird stated that a TxDOT study estimated a cost of between $7.5 million and $10 million. TxDOT has concluded that, for now, the cost benefit ratio does not meet the criteria necessary to make the project feasible.

Buddy Schrader presented a draft design of a City seal/logo developed with the help of Suzanne Owens. After a discussion it was agreed that a final version will be completed by February 7th. The Council thanked Suzanne for her contribution to this project.

Councilman John Bird discussed a proposed subdivision ordinance. Bird said that by adopting a subdivision ordinance, the City can give potential developers an idea of what the City will require. The City will identify what is important to the community when looking at a new development. Bird detailed issues to be considered regarding subdivisions and will present a form of ordinance for the Council’s consideration. Area developers, local survey companies, builders and the general public will have the opportunity to review a draft ordinance for permanent platting that Councilman Bird will be developing.

Councilman Jim Babcock said he has been working with Commissioner Wayne Brascom on both the platting procedures and on building permit procedures, and thanked Brascom for his efforts on behalf of the City. The use of the County’s personnel in these areas for the next several months will be necessary to assist those who want to start construction on new houses. Babcock updated the Council on formalizing a city building permit procedure.

Deerhaven, which is in the Extra Territorial Jurisdiction of the City of Horseshoe Bay, petitioned the HSB City Council to approve the creation of a water district in their community. Alderman Wood recommended that the Council give their approval. He stated that Lake LBJ MUD supplies water to Deerhaven residents under a contract that will soon be the responsibility of the City. The Deerhaven water system needs to be improved and the residents desire to contract with the City for fire protection and that the creation of a water district is the best way for them to do it.

The Council continues to address a multitude of issues: future platting procedures, building permit procedures, development of a Comprehensive Development Plan and annexation. All require careful, time-consuming consideration. We continue to be a work in progress.
