Horseshoe Bay Mayor and Council….Moving Forward

Mayor Lambert called the third City Council meeting to order at 3:00 p.m., December 20, 2005 and thanked the citizens attending for their interest and support. A 22 item agenda and an Executive Session were covered in three hours.

The Council ended with a lengthy discussion on the City’s Comprehensive Development Plan. Jim Babcock stated he was looking forward to working with the Resort, Wayne Hurd and other developers on an orderly growth plan for the future.

HSB Resort has three types of undeveloped properties in the HSB area: 1. From the Yacht Club to Highway 2147, 2. North of Cap Rock, and 3. Outside HSB but in the City’s Extra Territorial Jurisdiction. The Resort is going to prepare development plans for each of these areas. The City Council and the Resort will work to obtain input from the community regarding the preliminary plans with the objective of final plans being approved by the City Council. The process will take several months, and the City Council appreciates the cooperative attitude of the Resort.

On the subject of Hotel Occupancy Tax, the Council voted to table the issue indefinitely. The council had put the HOT high on its agenda with the belief that Llano County might preempt the City’s ability to enact a HOT and that the community would support legal uses for this tax. It is now clear there is no eminent danger of Llano County enacting this tax ahead of the City. While there are uses of the tax receipts that may be useful to our community, many questions have been raised and consistent advice has been to move slowly or stop. In the first election campaign in HSB, the candidates pledged to listen. We have. There may be a time for a HOT, but not now. Council woman Karen Wines thanked everyone who took the time to voice an opinion on this topic.

The City and Lake LBJ Municipal Utility District have approved the joint consideration of a Strategic Partnership Agreement leading to the merger of the District into the City on or about the 1st of March 2006. This agreement provides the roadmap and mechanism for the District and all its interests, staff, assets, commitments, contracts, and obligations to be absorbed into the City. This agreement provides for the orderly transfer of municipal authority from the Board of Directors of the District to the City Mayor and Council. Joint Public Hearings on the proposed agreement are scheduled for January 3rd and 24th, 2006 at 2:30 p.m. at the District’s offices.

Mayor Lambert and Don Wood are continuing to work with MUD Directors Ed Ayers and Bob Lowry on the Agreement. Don expressed his appreciation to Ed, Bob and other MUD Directors for their diligent work to bring this issue to fruition.

John Bird introduced an ordinance to allow the City to approve plats and replats in the Llano County portion of the City. That ordinance was passed. John is also working on the same issue with Burnet County officials. If you have a plat revision, call the MUD office.

Alderman Buddy Schrader stated that he has asked Suzanne Owens, a renowned HSB artist, to help design the City seal/logo.
