Administration Manager
Toni Vanderburg
Toni was selected as the Administration Manager for the Lake LBJ Municipal Utility District in February of 2000 and continues in that role for the City of Horseshoe Bay managing the accounting, human resources, and risk management operations. She also served as the City’s first City Secretary from March of 2006 to January of 2008. Toni has been a resident of the Hill Country since 1982, having moved to Kingsland from Odessa, Texas. She has over 25 years of accounting, personnel, and office management experience. She is a member of the American Institute of Professional Bookkeepers, Texas Municipal Human Resources Association, and the Government Finance Officers Association of Texas, and also serves on the Texas Municipal League Small Cities Advisory Council. She is Public Funds Investment Law Certified and serves as the City’s Alternate Investment Officer. Toni and her husband Glynn have been married for 38 years and spend their leisure time enjoying activities with their family. They are the proud parents of daughters Leesa and Summer and grandparents of Macey, Elijah and Noah.
Office of the Administration Manager
The mission of the Administration and Finance Department is to professionally deliver the highest level of quality administrative and financial services in accordance with policies and procedures, state and federal laws, and general accounting procedures to effectively and efficiently protect and preserve, manage, and account for all resources and assets of the City of Horseshoe Bay in an accurate and timely manner for the benefit of the citizens and the employees of the City.
The Administration Manager is an Officer and Department Head of the City and supervises the positions of Accounting Supervisor, Accounting Clerk, Human Resources Administrator, and the Custodian under the direction of the City Manager.
The Administration Manager is responsible for the financial and accounting functions necessary to carry out the billing & collection of ad valorem taxes and any other taxes and assessments adopted by the City; accounts payable and accounts receivable functions; the Administration Department budget, as well as the coordination and administration of the entire City budget; and prepares all necessary financial reporting and contracting to support these functions.
The Administration Manager is responsible for the annual audit and provides the financial and accounting reporting and recordkeeping necessary to coordinate and support the audit.
The Administration Manager oversees the City’s investments and investment accounts in accordance with the City’s adopted policies and procedures and serves as the Alternate Investment Officer.
The Administration Manager directs the functions of Human Resources, including payroll, employee benefits, personnel policies, and worker’s compensation.
The Administration Manager is responsible for the safety and protection of the City’s assets, including general liability, errors and omissions, automobile liability and physical damage, and property physical damage through a Risk Management Insurance Program.
