City Secretary
Teresa L. Moore, TRMC
Teresa was appointed City Secretary by the City Council in January 2008. Prior to that she served as the City's Public Records Administrator. She has completed the Texas Municipal Clerks Certification Program and received her Texas Registered Municipal Clerk (TRMC) designation from the Texas Municipal Clerks Association through the University of North Texas.
Teresa comes to the Hill Country from Lubbock, Texas. Prior to leaving Lubbock in 2003, she was the Human Resources Manager for Sanford/Tatum Insurance Agency. She has over 30 years background in office management, accounting and personnel management. Teresa is active in community affairs and loves spending time with her family and being on the lake. She is a member of the Texas Municipal Clerks Association, the Hill Country City Secretaries Association and the Texas Notary Public Association.
Teresa has been married for 36 years to her husband Sid. They have one son, Jeremy, who lives with his wife Toni and their sons, Chase and Blake in Bandera.
Office of the City Secretary
The mission of the City Secretary’s office is to support, facilitate and strengthen the City of Horseshoe Bay’s government process by:
Assisting the City Council in fulfilling its duties and responsibilities;
Providing daily assistance to the City Manager and all departments of the City of Horseshoe Bay government;
Enhancing public participation in municipal government processes
The City Secretary is an officer of the City, appointed by the City Council. The position of City Secretary is a statutory position required by State law.
The City Secretary prepares all City Council agendas and is responsible for preparation and distribution of City Council meeting packets and must attend all meetings of the City Council and keep accurate minutes of the proceedings.
The City Secretary is responsible for the care and maintenance of all official City records, including ordinances, resolutions, contracts, easements and deeds, and provides support to all departments in records management procedures.
The City Secretary receives requests for public information and provides appropriate records to requesting individuals and agencies.
The City Secretary also oversees publications and postings of legal notices, coordinates elections and is the Records Management Officer of the City.
The Texas Local Government Code §22.074 states that a person may be certified to serve as City Secretary. Such training and certification is highly recommended given the importance and complexities of the position of City Secretary. The Texas Municipal Clerks Certification Program requires the City Secretary to complete two hundred hours of coursework, successfully pass examinations on a four-course curriculum and attend eight two-day seminars over a three year period. Recertification requires an additional eighty hours of professional development course work and attendance of six two-day seminars every five years.
