Development Services Manager

Eric Winter

Eric comes to the City of Horseshoe Bay with 14 years of experience in the area of city planning, and development review and negotiations.  He has served as the Coordinator for Zoning Review in Austin, TX, one of the authors of the American Planning Association’s award-winning Georgetown Century Plan, and the Planning and Development Director for Jonesboro, AR.  Eric also has served as Executive Director of the Bastrop Economic Development Corporation and the Crockett Economic Development Corporation.

Eric earned a Masters Degree in City Planning from Georgia Institute of Technology.  He holds an undergraduate degree in Urban and Regional Studies from the University of Michigan.   He is a former member of the American Institute of Certified Planners.

Eric is married to Dr. Rosanna Winter, a Chiropractor.   They have one son, Troy , and a grandson, Gabriel, who reside in Houston.

 

Development Services Department

The mission of the Development Services Department is to:

·       Prepare and enforce regulations for land development, building construction, signs, trash and litter, and other City codes;

·       Help navigate developers, homeowners and others through the various rules and regulations designed to guide our community’s growth and development;

·       Provide advice and guidance to the City Council and other departments on development applications and regulations; and

·       Provide inspections of water and wastewater improvements for new development projects and new system connections, and inspections of all new residential and accessory building construction.

The Development Services Manager is an officer and department head of the City, appointed by and reports to the City Manager.

The Development Services Manager is responsible for reviewing all development applications for rezonings, replats, subdivisions and variances, and coordinates the activities of the Design Review Committee under the Development Policy for projects that require staff review.

The Development Services Manager supervises the Development Services Technician, the Development Inspector/Code Enforcement Officer and the Building Inspector.

The Development Services Manager prepares all memos and support information for development applications to be considered by City Council and the Board of Adjustment and makes presentations to those bodies.

The Development Services Manager prepares ordinances, ordinance amendments, policies, resolutions, reports and other documents for the City Manager and City Council.
