Jim Jones

Jim Jones worked for Texas Eastern Products Pipeline Company in Indiana as a Terminal Operator for the oil and gas Division for 7 years prior to starting work in Horseshoe Bay.  Jim began working for Lake LBJ Municipal Utility District in April 1979 as a water and wastewater Plant Operator and was promoted to Field Supervisor in 1981 a position he held for 14 years.  Jim currently serves as Development Inspector and Code Enforcement Officer and holds a Plumbing Inspector's License; Jim also holds a Class C Water and Wastewater license.  Jim has been enforcing our irrigation/backflow prevention program from our potable water supply since 1996.  Jim served the Horseshoe Bay Volunteer Fire Dept. for 15 years (1980-1995) and reached the rank of Assistant Fire Chief.  Jim has been married to his wife Lucy for 38 years.  They have two married daughters and live in Highland Haven. 

  • Develop, initiate, and maintain City Plumbing Inspection program, including issuing plumbing permits, performing plumbing inspections, and maintaining a list of approved Licensed Plumbers.
  • Approve new building construction plans that meet City specifications.  Size water meter/sewer grinder systems to effectively provide services based on building plans and fixture count.
  • Develop, initiate, and maintain City Backflow/Cross-Connection Prevention program, including the inspection of all irrigation systems connected to the City system, Customer Service Inspections, and maintaining a list of approved Licensed Irrigation Installers.
  • Develop, initiate, and maintain City On-Site Sewage Facility (OSSF) program, including serving as the City’s Designated Representative (DR), reviewing plans, issuing installation permits, performing site evaluation and installation inspections, and maintaining a list of approved Licensed OSSF installers.
  • Inspect all installations of new utility systems by developers and contractors upon construction for compliance with City specifications and requirements. Computes estimates of work completed and approves payment for contractors.
  • Meet with Customers, Developers, Contractors, and Local Utility companies as required to locate and mark City Utilities.
  • Records and notifies owners, violators, and authorities of violations of construction specifications and building codes.
  • Maintain water and sewer utilities maps and construction plans. Maintains daily logs, inventory, and inspection and construction records and prepares reports.
