Utilities Director
Jeffrey A. Koska
Jeff previously worked as the Utilities Manager for Lake LBJ MUD (predecessor of the City of Horseshoe Bay) from July 1998 until September 2005. He returned to Horseshoe Bay as Utilities Director in October 2008 after serving as the General Manager of Kingsland Municipal Utility District. Jeff has worked in the Water and Wastewater business since 1985 and has been employed with the City of College Station and Trinity River Authority Southern Region. He is a fifth generation Texan born in Houston, graduated from Pine Tree High School in Longview, Texas and earned a Bachelor of Business Administration Degree with double majors in Economics and International Business from Sam Houston State University in Huntsville Texas. He has been a member of the American Water Works and Texas Water Utilities Association since 1988.
Jeff and his wife, Michelle, have three children all of which have or are currently attending Marble Falls High School. The Koska family has called the Hill country home since 1998.
Community Services Department
The mission of the Community Services Department is to provide safe, dependable and efficient community services that are essential to supporting the Horseshoe Bay community.
Community Services Department Management accomplishes this mission by providing oversight of all Community Services functions and ensures professional and effective services are achieved. Management also provides support to the community through: customer interaction; utilities contract negotiations; liaison between City and utility regulatory agencies; utility infrastructure engineering design review and construction oversight; long and short range community services planning; preparation and administration of departmental budgets and utility rate analysis; management of GIS and Asset Management Systems; design and implementation of ordinances related to City related community services.
Customer Service division provides community support through: customer contact; administration of utility billing and collections; resolve customer complaints; manage water meter reading; set up new customer service connections; initiate customer utility service requests.
Plant Operations provides community support by performing all operations & maintenance functions related to the Central and West Water Treatment facilities and wastewater treatment plant and; manages the wastewater reuse system; performs routine department vehicle maintenance and plant equipment; ensures safe water quality and regulatory compliance through laboratory testing; responds to customer’s water quality issues; directs non-point source pollution abatement compliance program; operate and maintain non-treatment department facilities including building, parks, parking lots, and district common areas; and execute operational contracts with out of area customers.
Field Operations provides community support through operations and maintenance of the 96 miles of water distribution system and 65 miles of wastewater collection system; operates and maintains nine lift stations; installs water & sewer service connections for new customers; inspects installations and maintains grinder pump assemblies; responds to water and sewer infrastructure leaks; manages materials warehousing and storage; performs routine department vehicle maintenance and equipment; and performs routine maintenance on all City buildings.
Solid Waste Operations provides community support by operating and maintaining the City’s recycling center that provides a trash disposal compactor, recycling of paper, cans, plastic, used oil and cardboard. In addition the division provides or brush disposal for residential customers. The City provides administration of Allied Waste’s curbside garbage collection contract.
