Minutes of the Special Meeting of November 18, 2005

The Installation Ceremony for the City Council of the Village of Horseshoe Bay was held at Quail Point, 107 Twilight, Horseshoe Bay, Texas, on November 18, 2005, in accordance with duly posted notice of said meeting. Steve Spence, President of the Horseshoe Bay POA, called the meeting to order at 4:05 p.m.

Present at the meeting were Council Members-elect Bob Lambert, Don Wood, Jim Babcock, John Bird, Buddy Schrader, and Karen Wines; special guests Senator Troy Frazer, David Griffith, County Commissioner Wayne Brascom, Judge R. G. Floyd, County Commissioner James Oakley, Judge David Kithil, Judge Dan Mills, Mr. and Mrs. Ralph Herter, and Mr. and Mrs. Wayne Hurd; and numerous other members of the community.

The posted agenda for this meeting is made a part of these minutes by attachment and the minutes are herewith recorded in the order the agenda items were considered with the agenda subject and item number shown preceding the applicable paragraph.

1. Call the Meeting to Order: POA President Spence called the meeting to order at 4:05 p.m.

2. Call to Colors: The Call to Colors was conducted by the Marble Falls VFW Post Color Guard.

3. Pledge of Allegiance: Steve Spence led the Pledge of Allegiance.

4. Invocation: Rev. Peter Christy led the invocation.

5. Welcome by POA President: Steve Spence, POA President, welcomed Distinguished Guests and introduced Mr. Ralph Herter, Vice President of the Lake LBJ Municipal Utility District.

6. Introduction of Keynote Speaker: Mr. Ralph Herter expressed that he was pleased that MUD Board Member Don Wood was elected as Alderman and stated that the entire Board and Staff of Lake LBJ Municipal Utility District will offer assistance to help make a smooth transition. He then introduced keynote speaker, Senator Troy Frazer.

7. Inauguration Address: Senator Troy Frazer gave a brief overview of the U.S. Constitution and Municipal Government. He noted the quality of the candidates for the first election of the newly incorporated Village of Horseshoe Bay and congratulated each on their election.

8. Introduction and Swearing-in of Council Members: Judge R.G. Floyd stated he had canvassed the votes again this morning and the results were exactly the same as they were when the Llano County Commissioners originally canvassed the votes. He then administered the Oath of Office to the newly elected Aldermen, Don Wood, Jim Babcock, John Bird, Buddy Schrader and Karen Wines. Judge Floyd then stated Llano County is eager to help with the transition in any way they can.

9. Introduction and Swearing-in of Mayor: Judge David Kithil administered the Oath of Office to Bob Lambert. Judge Kithil noted that he had served with Mr. Lambert on the Board of LCRA and he did a first-class job and that the Village is fortunate to have him serve as the first Mayor.

10. Remarks by the Mayor: Mayor Lambert thanked everyone for electing him and stated he believes we have five outstanding Aldermen. He introduced his wife, Linda, and expressed his appreciation for her support, stating that she will assist him in every way. He then introduced the Aldermen’s spouses and thanked them for their support as well. He also thanked the Horseshoe Bay POA, Mr. Herter, Judge Floyd and Judge Kithil for their comments, as well as the other numerous volunteers. He announced that the first Council meeting will be held at the POA at Quail Point on Tuesday, November 22, 2005, at 3:00 p.m. He thanked everyone for coming and also for their support.

11. Closing Comments and Adjournment: Steve Spence thanked the Committees both “for” and “against” Incorporation. He also thanked Sam Martin for his work, as well as Jim and Jodi Babcock for their help on the Long-Range Planning/Incorporation Committee, and Jeff and Becky Robinson for spearheading the Committee for Incorporation. There being no further business, the meeting was adjourned at 4:40 p.m.
