Council member Larry Morgan and his family have maintained a presence in Horseshoe Bay since 1990, purchasing their retirement home in 2015 and becoming permanent residents in 2019. While living in San Antonio, Larry worked on various projects with his District 8 Representative and the City Manager and Mayor.

Larry and his wife, Marie, moved to Horseshoe Bay for many of the same reasons other residents did: the desirable community lifestyle with a beautiful lake and friendly neighbors. Larry also enjoys the first-class amenities and low tax rate. He refers to Horseshoe Bay as, “a step below Heaven.”

Having attended many council meetings in Horseshoe Bay, Larry came to appreciate the council’s desire for planned growth, protecting our essential water supply, and ensuring quality first responders for the community, in addition to other worthwhile goals. “I believe we can grow our community and still retain many of the features that brought us here in the first place,” says Larry.

Larry ran for City Council because he felt his background in accounting could be utilized in understanding the city budget, working with the Finance Department, and planning for long-term growth. He served as a member of the Board of Adjustment for the city, as well as Chair of the Board of Trustees for the Church at Horseshoe Bay. He is also a Fall 2022 Citizens Academy graduate.

Larry is interested in addressing citizens’ concerns about future traffic impacts, keeping our tax rate low, protecting our quality of life, and having transparency in city transactions.
