Council member Ruben Fechner grew up as a dependent of a career Army officer. Ruben was born in Oklahoma and subsequently lived in Germany, Virginia, Hawaii, and multiple locations in Texas. He attended Texas Christian University (TCU) on an Air Force ROTC scholarship and graduated with a degree in Computer Science. Ruben met his future wife, Becky Waugh, while attending TCU. They were married in 1982 and have three grown, married children and two grandsons.
Upon graduation, Ruben served in the United States Air Force at Randoph Air Force Base for four years and then transitioned to the corporate world. He held executive positions with USAA, the Hartford Insurance company, and Erie Insurance company. His roles included leading an $8B in revenue personal lines Insurance business, leading corporate strategy, managing all software and process engineering programs and projects, and managing all software development and maintenance. While working at USAA, Ruben and Becky had a part-time residence in Horseshoe Bay from 2005-2010. After retiring, Ruben and Becky became full-time residents of Horseshoe Bay in October of 2021.
Ruben attended the Citizens Academy, served on the Pecan Creek POA Board, and was Chair of the Land Use Development Advisory Committee prior to joining the Council.
Over the course of his life, Ruben served as a deacon and an elder in multiple churches, taught Sunday school, and played his trombone in praise and worship bands. He currently serves on two ministry boards.
Fun Fact: When Ruben was living in Virginia, he attended Columbia Baptist Church, where Jeff Jones’s father, Neal, was the pastor.
