2. THE CITY OF HORSESHOE BAY PLUMBING GUIDELINES FOR TEMPORARY WATER RISERS

   THE FOLLOWING LIST OF REQUIREMENTS MUST BE COMPLETED FOR ALL TEMPORARY WATER RISERS AND THIS DOCUMENT MUST BE SIGNED BY THE PLUMBING CONTRACTOR BEFORE A FINAL INSPECTION WILL BE PERFORMED BY THE CITY OF HORSESHOE BAY. FAILURE TO PROPERLY INSTALL A TEMPORARY WATER RISER TO THESE STANDARDS WILL RESULT IN TERMINATION OF SERVICE UNTIL STANDARDS ARE MET. 

   ALL TEMPORARY WATER RISER INSTALLATIONS MUST BE DONE BY A LICENSED PLUMBER OR SOMEONE UNDER THE DIRECT SUPERVISION OF A LICENSED PLUMBER. ALL PLUMBERS WORKING WITHIN THE CITY OF HORSESHOE BAY ARE REQUIRED TO REGISTER WITH THE DEVELOPMENT SERVICES DEPARTMENT AND PROVIDE PROOF OF PLUMBING LICENSE.

6. INSPECTION REQUIREMENTS

   
   CHECK OFF LIST FOR THE PLUMBER MUST BE COMPLETED AND RETURNED TO THE CITY OF HORSESHOE BAY.

8. 1. THE RISER ASSEMBLY SHOULD BE BUILT OF SCHEDULE 40, SCHEDULE 80 PVC OR METAL PIPE.
10. 1. THE ASSEMBLY MUST HAVE A 90° ELBOW AT THE TOP OF THE HOSE BIB VACUUM BREAKER ON THE HOSE BIB.
12. 1. THE LOWEST PART OF THE HOSE BIB VACUUM BREAKER DISCHARGE OPENING MUST BE AT LEAST 12” ABOVE GRADE.
14. 1. THE RISER ASSEMBLY MUST BE STAKED-UP WITH THE STAKE EXTENDING AT LEAST 2/3 THE LENGTH OF THE RISER PIPE.
16. 1. THE VACUUM BREAKER MUST BE NEW WITH THE SET SCREW STILL IN PLACE FOR THE INSPECTOR TO TIGHTEN AND BREAK OFF DURING THE INSPECTION PROCESS.
18. 1. THE ASSEMBLY WITH VACUUM BREAKER MUST BE VISIBLE FROM THE STREET.
20. 1. ASSEMBLY MUST BE WITHIN 5’ OF THE METER.

22. ONCE ASSEMBLY HAS BEEN INSPECTED AND IS DEEMED READY FOR USE AN OFFICIAL FROM THE CITY WILL UNLOCK THE METER.
    THE APPROVED ASSEMBLY SHALL NOT BE RELOCATED OR REMOVED FOR ANY REASON UNTIL BOTH A PASSING CSI AND WRITTEN
    AUTHORIZATION FROM A CITY OFFICIAL HAVE BEEN OBTAINED.

24. § 13.06.010Penalties and enforcement.
    Any person violating this article, upon conviction, is punishable by a fine in accordance with the following:
    (1) Civil and criminal penalties.
    The city shall have the power to administer and enforce the provisions of this article as may be required by governing law. Any person violating any provision of
    this article is subject to suit for injunctive relief as well as prosecution for criminal violations.(2) Criminal prosecution.
    Any person violating any provision of this article shall, upon conviction, be fined a sum not exceeding five hundred dollars ($500.00). Each day that a provision
    of this article is violated shall constitute a separate offense. An offense under this article is a misdemeanor.(3) Civil remedies. Nothing in this article shall be
    construed as a waiver of the city’s right to bring a civil action to enforce the provisions of this article, and to seek remedies as allowed by law, including, but not
    limited to the following:(A) Injunctive relief to prevent specific conduct that violates this article or to require specific conduct that is necessary for compliance
    with this article; and(B) Other available relief.(Ordinance 08-10-21D, sec. IV, adopted 10/28/08)
