Horseshoe Bay: Help Preserve Our Dark Skies!
Attention, residents! As you may know, the City of Horseshoe Bay is a designated Dark Sky Community. Recently, City employees have received questions regarding dark sky compliance and how residents can make minor modifications to their outdoor lighting to help the City maintain its designation. Helpful resources are available on the City’s website by visiting www.horseshoe-bay-tx.gov/darksky. Residents may also reference the City’s Code of Ordinances to learn more about dark sky compliance. Horseshoe Bay: EMERGENCY WATER LEAK – ONGOING REPAIRS
The City of Horseshoe Bay Utilities Department is currently working on an emergency leak at the location of Green Leaf and Mountain Dew. While crews are completing the repairs, areas of Horseshoe Bay South may experience low or no water pressure. New Building Codes Effective June 16, 2025
The Horseshoe Bay City Council approved the adoption of new building codes at the March 18, 2025 regular council meeting. The new model building code will be the 2021 International Building Codes and the 2023 National Electric Code (NFPA70), effective June 16, 2025. All building permits submitted for review on or after June 16, 2025 will be reviewed using the new codes. The Development Services Department and Building Inspection Team will work with builders and tradesmen to ensure a successful transition to the new codes.

New Development Services Lobby Hours
Effective April 1, 2025, the City of Horseshoe Bay Development Services Department lobby hours are Monday through Friday, 8:00 a.m. to 4:00 p.m. Staff will be available from 4:00 p.m. to 5:00 p.m. by appointment only.

Burning in the City of Horseshoe Bay or our contract communities has lifted, but it requires a burn permit issued by the fire department.

Receive emergency alerts and severe weather warnings that could directly impact you and your family
The City of Horseshoe Bay is able to send you emergency alerts via text message, email, pager, or voice mail (in extreme cases), based on your preferences. It is important that we collect this contact information because many households no longer utilize traditional land-based telephone lines.The system is intended to be used for emergency alerts, as well as non-emergency incidents that may have significant impacts to residents. Emergency Alerts could be related to specific hazards that require some kind of action to be taken such as evacuation, shelter in place, boil water orders, etc. Non-emergency alerts could include significant transportation problems with prolonged impacts or significant ongoing police or fire activity. This list is not meant to be all-inclusive and demonstrates that this system will not be used for routine information. In addition to receiving information on your wireless device, you may also receive notification on your land telephone line (if you have one) depending on the type of incident or event.Please provide your address and preferred method(s) of contact. Adding your address will allow tailoring so you do not receive alerts that don’t pertain to your geographical area.These alerts are provided free of charge, however standard text messaging rates and other charges may apply.

City Implements WaterSmart Customer Portal to Provide Leak Notifications & Water Usage Tracking
The City of Horseshoe Bay recently partnered with WaterSmart Software to offer our residents a modern digital portal where you can get detailed information about your household water use and view or pay your utility bill. Our goal is to provide our customers with access to their own usage information and reduce customer costs related to unexpected water use or leaks. Customers must sign up to receive access to the portal. Once you are signed in the portal can provide notifications on continuous or burst leaks and provide charts showing hourly usage details of the customer’s water consumption. You can reach the portal on your mobile device or web browser at:

Sign up is simple. However, if you need assistance here is a link to videos on the City’s webpage related to WaterSmart to help you go through the sign-up process and learn about other features of the software.

To register for this free service, just enter your billing account number and email address. You can then get access to all of your utility data as soon as it becomes available each billing period, see how your water use compares to similar-sized homes in your neighborhood, and get customized recommendations on how you can save water and money. City's Conservation Efforts Recognized with Blue Legacy Award
The Water Conservation Advisory Council created the Blue Legacy Award to recognize responsible management of our water resources and to showcase examples of effective water stewardship. Texas leaders have long recognized that water conservation is an important part of planning to meet future needs. Communities and businesses across Texas have shown conservation programs to be a cost-effective method of meeting increased water demand while postponing expensive supply or capacity expansion. Conserving water is therefore an investment that benefits all Texans.
The Water Conservation Advisory Council promotes Blue Legacy Award winners as credible spokespersons, sharing their success stories and encouraging others in the industry to improve their water conservation practices. The awards spread the message that efficient use of our shared water resources is critical to ensuring a prosperous future for Texas.
As a result of the 2011-2016 drought, the City began a progressive conservation program. The goal was to develop beneficial behavioral changes towards water conservation through education, irrigation audits and best management practices with the use of proven technology. The City’s efforts over the past six years have provided significant reductions in customer and City operational water loss and an increase in efficient water use. Specifically noted were the City’s efforts in utilizing integrated data from the recently installed automatic metering information system with the City’s WaterSmart Customer Portal to enhance our community’s ability to better manage to conserve our water resources.
The City received this prestigious award developed by the Texas Water Conservation’s Water Conservation Advisory Council to recognize the efforts by the City of Horseshoe Bay and our Citizens.
The City was selected for the Texas Municipality under 10,000 population category and was presented the award at the Texas Water Conference on March 29th, 2021 during the awards ceremony. Receiving the virtual award were Bill Teeter, Stan Farmer, Jeff Koska and Sheri Pollard.
