Do Contractors Need to Register with the City?
Yes. As of July 22, 2020, the City Council adopted an Ordinance that requires all contractors doing work in the City of Horseshoe Bay to register with the City through the Development Services Department. This includes general commercial, general residential, home improvement, and manufactured home contractors. Also, sub-contractors such as mechanical, electrical, plumbing, and irrigation contractors will need to register and show proof of valid State licenses.
Contractors and subcontractors can register by completing an application in the iWorQ portal. The application fee is $100, and can be paid in the portal, by check (payable to City of Horseshoe Bay), or by credit/debit card over the phone (call Development Services at 830-598-9959).

Why Do Contractors Need to Register with the City?
The reason that the City requires contractors to be registered is so that there will consequences for failure to comply with local ordinances and requirements. The City determined that the ordinances in place were not effective in achieving the desired outcome. As a result, the City is amending those ordinances, with the new version becoming effective June 18, 2025.
After June 18, 2025, a system will be in place for contractors that habitually or chronically violate local ordinances, creating a nuisance suffered by the balance of City residents, that may result in suspension or revocation of a contractor's privileges.
Currently, residents are required to submit a formal public information request to obtain a list of the contractors registered with the City of Horseshoe Bay. Upon the effective date of the new ordinance, the City will publish the list on the website and update it monthly. The list will include the number of violations that have been documented by each registered contractor. The City's goal in publishing this information is to reduce or prevent violations from being committed by contractors going forward.
